With over three decades of experience, Mr. Otero has been instrumental in steering PACO towards sustained growth, leveraging the Disadvantaged Business Enterprise (DBE) and Minority Business Enterprise (MBE) programs amidst the fiercely competitive construction landscape. Elizabeth Santamaria has 14 years of experience in community outreach and construction management, having worked on a variety of large infrastructure projects for NYCDDC and other New York City construction and development agencies. As the President and CEO of Ota Ade Oni Consulting, a registered MWBE/ DBE consultant, she has been responsible for providing leadership and guidance for field staff, performing critical business operations, attending pre-construction meetings with agency clients, and interacting with elected officials and press staff to provide consistent updates on project progress.
